Cook for 3 to 4 minutes until just cooked through. Mix all the sauces with cornstarch and tip it into the pan along with sugar.. Heat oil in wok over high heat. Add chili-garlic paste and stir for 20 seconds. Add bell pepper and sauté for 2-3 minutes. Add the ground beef and cook, breaking up with a spoon, until beef is browned. Add sugar and sauces, stir until well mixed. Fold in basil. Remove from heat immediately, so the basil doesn’t overcook.
